PPWR packaging minimisation

Article 10(2) prohibits design features whose only purpose is to increase perceived volume — double walls, false bottoms, unnecessary layers — and that prohibition applies now, with no methodology to wait for.

This is the part of the minimisation regime you can finish today, which is why it tends to be examined first. The broader duty in Article 10(1) to reduce weight and volume to the minimum necessary applies from 1 January 2030, but its measurement method is still a standardisation request rather than a standard. The Annex IV criteria are a design test against eight named performance requirements, and the platform runs them as a checklist with the failing criterion named.
