PPWR timeline
The PPWR timeline has three parts, and mixing them is the most common mistake in packaging compliance planning: what applies now, what has a fixed future date, and what is written as a formula whose anchor act has not been adopted.
Eleven headline obligations fall into that third group — the whole recycled-content regime, design for recycling, the empty space ratio and all of labelling. They read 'from 1 January 2030, or three years from entry into force of the implementing act, whichever is the latest', and none of the anchor acts had been adopted at a source review dated 1 September 2026. A plan built on 2030 for those items is built on a date that has not legally crystallised, and it will be wrong in the direction that understates the time available.
