EUFLR customs enforcement
Customs do not investigate. They act on decisions. A product covered by a published decision under Article 20 is suspended at the external border and refused release for free circulation or export once the decision applies.
Articles 23 to 31 describe the mechanism. A decision names the product with identifiers, and the lead authority communicates it to customs through the forced-labour module of the Information and Communication System for Market Surveillance, operational since May 2026. Customs authorities suspend release of goods that may be covered, inform the competent authority, and refuse release once it confirms the goods fall under the decision. Because decisions are of general application, the match is on the product — not on the importer named in the case. That is why the platform's decision watch reads every published decision and every customs hold against your map by product, facility and region, and treats a match as the worst state a product line can be in. It is also why customs enforcement is the part of the Regulation that reaches distributors who never imported anything.
