PPWR Annex VII requirements
Annex VII lists what a packaging technical file must contain: a general description, intended use, the materials and components, design and manufacturing information, substance-restriction results, recyclability and recycled-content documentation, and the standards applied.
Two of those elements cannot yet be completed for most packaging, because the methods behind them have not been adopted — and that is a defensible state rather than a gap, provided it is stated as such. What is not defensible is a placeholder: under Article 62(1)(d) an incorrect technical file is enforceable in its own right, so a plausible-looking number is worse than an honest absence. The platform traces each element back to the assessment that produced it, so the file and the evidence cannot drift apart.
