Completeness is shown as elements rather than a percentage, and in the language of Article 62(1)(d), because that is the wording a competent authority will use. Article 15(10) then gives you a short window to hand the file over once an authority asks. Assembling it under that pressure is the failure most operators can already see coming, and it is one that needs no pending EU decision to fix.
