PPWR declaration of conformity

The Annex VIII declaration is produced from the technical file behind it, in the languages the destination Member States require, with a full version history.

Where the file is incomplete, no declaration is produced and the missing element is named with its article. That refusal is the point: Article 39(4) makes the manufacturer personally responsible for what it signs, so a document asserting more than the evidence supports creates exactly the liability the software exists to prevent. Obligations whose EU method is not yet adopted are not listed as failures — Annex VIII does not ask for a statement about them.
