Supplier requests are built from the gaps the applicability engine found, so each question exists because a named field is missing for that packaging — not because a template said to ask it.

Article 16 gives you the right to require information from a supplier established in the Union, and the platform flags establishment on the row, because a supplier outside it is reached through your contract instead. Questions serving obligations whose EU method is not yet adopted are marked preparatory: the answers are stored as inputs, not used to produce a verdict. Questions a standard questionnaire would have sent but no rule needs are shown as skipped, with the reason.
