Negligible risk

Negligible risk

Assessment outcome for a specific product and supply chain: risk of non-compliance is no more than negligible. Distinct from a country “low risk” label.

What it means

Negligible risk is a conclusion you reach after risk assessment (Article 10) about particular goods — not the Commission’s country tier. A low-risk country and a negligible-risk finding answer different questions.

In the regulation

If risk is more than negligible, Article 11 requires mitigation before placing or exporting. Filing while known non-negligible risk remains unaddressed is non-compliance. Article 13’s simplification also depends on mixing and circumvention risks being no more than negligible.
